A large literature has studied theoretical and empirical aspects of environmental monitoring and enforcement. One means for the regulator to obtain information on compliance is a self-reporting requirement. However, self-reporting creates incentives for moral hazard. To counteract problems of misreporting and lack of effort, the regulator monitors the accuracy of disclosed information and sanction offenses.
Christoph Rheinberger is a regulatory economist at the European Chemicals Agency where he coordinates the work on socio-economic analysis. He specializes in the economics of health and safety and he is currently exploring various aspects of performance of the European REACH Regulation on hazardous chemicals.
In this recorded FRAM Seminar, Christoph Rheinberger presented a study which was performed together with Greta Franke from Ramboll Deutschland GmbH. The study was about sanctioning within the Authorisation title of the EUs regulation on the Registration, Evaluation, Authorisation and restriction of Chemicals (REACH).
